Defense Information Systems Agency (DISA) J9 Directorate Pivots to Customer-Centric Hybrid Cloud Model

The DISA J9 directorate, the agency’s hosting and compute center, is driving a fundamental shift in how it serves the warfighter, transforming from a traditional infrastructure provider to a dynamic hybrid cloud solutions provider focused on customer needs and mission outcomes.The new vision, championed by J9 Director Jeff Marshall, marks a strategic pivot to a more agile and responsive business model. The directorate is moving away from a one-size-fits-all approach to one that prioritizes a deep understanding of mission partner requirements.

“Our vision is to drive transformation and modernize the warfighter’s mission,” Marshall explained in a recent address to the directorate. “And our mission is to develop and deliver flexible, scalable and secure hybrid cloud solutions and professional services.” This ethos is at the heart of what J9 calls the “Smart Cloud Journey,” a new framework designed to provide the “right solution at the right time and in the right location.” This model allows mission partners to choose from a diverse portfolio of services within the DISA Cloud Environment. J9 will act as a strategic mission partner, guiding teams to the right solution, whether they are sustaining legacy systems, building a secure private cloud or accelerating into a commercial cloud environment.

The transformation is driven by a clear imperative to accelerate the delivery of technology and ensure the directorate’s long-term relevance in a rapidly evolving battlespace. “This transformation is our decision to redefine ourselves by our purpose: providing hybrid cloud solutions to the warfighter,” Marshall stated.

J9 leadership discussed the specifics of this transformation at the TechNet Cyber 2026 conference in Baltimore, Maryland, from June 2–4, 2026. The sessions provided an opportunity for government and industry partners to learn how this new vision translates into tangible capabilities for the warfighter.

The directorate’s experts detailed a range of services and strategies, including the use of accelerators to streamline onboarding to the Joint Warfighting Cloud Capability, the expansion of outside the continental U.S. cloud capabilities for the tactical edge, and how leveraging DISA’s managed cybersecurity services ensures mission assurance.

The discussions provided a comprehensive overview of how J9 is evolving to become a strategic partner for the joint force.
